About base-rate benefit tracking
All three GUIDE respite service types draw from one shared annual benefit. Benefit utilization is calculated using the CMS base rate for each complete unit of service. Connecticut GAF-adjusted payment rates are shown separately because they are payment values, not the dollar amounts used to consume the base benefit. Switching between PY2025 and PY2026 preserves separate utilization entries for each year during this browser session so the two performance years are not mixed.
